I AM directed to acknowledge the receipt of Mr. Hewett's endorsement No., dated the 12th January last, and in reply to state that the Officiating Chief Commissioner is not aware of any case in which section 31 of the Euro- pean Vagrancy Act, IX of 1874, has been put in force in these provinces.
